Environment Southland collects rates from properties in the Southland region once a year in October/November. Your
rates contribute towards the cost of carrying out our environmental projects, such as controlling pest animals
that transmit Bovine Tb, protecting homes, farms and communities from flood damage, responding to environmental
emergencies, delivering environmental education and monitoring air quality and the health of our coastline and
estuaries.
Understanding your Rates Account
Rates are calculated on property values set under the Rating Valuations Act. The rating year is from 1 July to 30
June.

The General Rate is calculated from the capital value of your property, whilst Biosecurity and Land Sustainability
rates are calculated on Land Value. The Uniform Annual General Charge (UAGC) is a fixed charge per property,
regardless of value. All ratepayers pay the General Rate, UAGC, three separate Biosecurity Rates and a Land
Sustainability Rate. Most, but not all, ratepayers pay a Rating District and/or Drainage Rate as well.
Payment Dates
All rates are payable in one instalment by the end of November each year.
A 10% penalty will be imposed:
- on any current rates due but not paid by 5.00 pm on the due date;
- on all rates in arrears as at 1 July each year remaining unpaid on the following 1 January (this penalty excludes current year's rates); and
- on all rates in arrears as at 1 July the following year.
Penalties pay for the cost of collecting rates in arrears and are applied in fairness to those ratepayers who pay
their accounts on time. If you cannot pay the full amount, a part payment will reduce the penalty.
Payment Options
- Enclose your cheque and remittance advice in the freepost envelope provided. You can postdate your cheque to just before the penalty date and it
will be banked on the day requested.
- Arrange a direct credit through Telebank or other bank payment facilities. Our bank account number is 01-0961-0018998-00. Please include your Person ID (and name if possible.)
- Call into our office on the corner of North Road and Price Street, Invercargill. We are open from 8.00 am to 5.00 pm, Monday to Friday. EFTPOS facilities are available. We accept Visa, Bankcard and Mastercard (at our counter only).
- Take your rates invoice with you to a New Zealand Post Shop in Southland. These are located in Invercargill, Winton, Te Anau and Gore.
- Phone us for a direct debit form, but please allow plenty of time for this service to be established, and to obtain an approval form from your bank.
- It is also possible to pay your Environment Southland rates at Southland District Council and Gore District Council offices throughout Southland.
