Coastal Plan
Purpose of the Plan
The Regional Coastal Plan, which is required to be prepared under s64 of the Resource Management Act, 1991 (RMA), sets out how Environment Southland will carry out its resource management responsibilities in the Coastal Marine Area (CMA).
The values of Southland's coast are described and issues of management identified. Fundamental principles in the management of the CMA are set out and then sections of the plan deal with specific matters, including estuaries, coastal water, air, occupation, the seabed and foreshore, structures in the coast, coastal processes and protection works, cruise ships and other ships in internal waters, recreational activities, marine farming, surface water activities, financial contributions and bonds to be made.
The Regional Coastal Plan for Southland became operative on the 10th of September 2008.

Environment Southland publicly notified two plan changes to the Regional Coastal Plan for Southland; Plan Change 1 (Oreti Beach speed limit for temporary exclusive occupation events) and Plan Change 2 (Vessel use in Fiordland and Stewart Island for agency, research and environmental cleanup purposes). Both plan changes were publically notified in The Southland Times on 24 March 2012 with submissions closing at 5pm on Thursday 26 April 2012.
The updated plan provisions for the management of vehicle use on Oreti Beach, including amendments to Rules 9.1.1, 9.1.2, 9.1.3, 14.2.13, and 14.2.14, contained in proposed Plan Change 1 will took legal effect from the date of public notification in accordance with Section 86B(3)(c) of the Resource Management Act 1991.

Environment Southland received one submission to proposed Plan Change 1. The summary of decisions requested document can be downloaded below. Further submissions to this proposed plan change are now being called for. They must be received by Environment Southland by 4.30 pm, Friday 25 May 2012.

Environment Southland received eight submissions to proposed Plan Change 2.
The summary of decisions requested document can be downloaded below and further submissions to this proposed plan change are now being called for. They must be received by Environment Southland by 4.30 pm, Friday 25 May 2012.

Plan Change 2
Environment Southland publicly notified Plan Change 3 (Deep Cove mooring areas and berthage space) to the Regional Coastal Plan for Southland on 14 April 2012 with submissions closing at 5pm on Monday 14 May 2012.
The updated plan provisions set out a strategic approach to the management of competition for mooring areas and berthage space in Deep Cove, Doubtful Sound in order to proactively address increasing pressure from recreational and commercial users. It also proposes that some limited berthage space be provided at Helena Anchorage, subject to resource consents being obtained.
