What is Environment Southland’s role?
The public health of Southland’s water is the responsibility of several agencies. Environment Southland is just one agency acting to protect drinking water quality. Our focus is water quality at source – that means the lakes, rivers, streams and groundwater that may or may not be used for drinking water.
What actions are Environment Southland taking now?
Environment Southland is:
- continuing scientific investigations and monitoring;
- working alongside agencies responsible for drinking water protection;
- supporting improved land management practices and farm planning;
- engaging with landowners and communities on local solutions to improve water quality.
What role do other agencies have?
In Southland, the reticulated drinking water suppliers are Invercargill City Council, Southland District Council, and Gore District Council. They are responsible for the water they provide to users. Health risk thresholds and compliance responsibilities are determined nationally, with Taumata Arowai responsible for regulating drinking water suppliers.
What can you do as a landowner?
What happens on the land influences what happens below it. In vulnerable groundwater areas, small changes in nitrogen losses can have long‑term effects on groundwater quality, sometimes taking years or decades to become visible. If you have a private bore or well, regular maintenance could help prevent contaminants, including bacteria and other microbial pathogens. Take the time to check the condition of your well, and if you’re not sure how safe the water is, have a sample tested at your local laboratory.
How widespread is nitrate contamination in Southland?
Nitrate contamination is occurring across multiple groundwater zones and catchments.
- 66% of assessed groundwater zones have mean nitrate concentrations above 3.5 mg/L.
- Some areas have mean concentrations above 8.5 mg/L.
- One zone exceeds the drinking-water Maximum Acceptable Value (MAV) of 11.3 mg/L.
What do the long term trends show?
Many monitoring wells show worsening nitrate concentrations over time:
- 60% show degrading trends over 10 years
- 56% over 15 years
- 71% over 20 years
This indicates that nitrate increases are persistent and reflect long-term land-use pressures rather than short-term fluctuations.
Where are the nitrate “hotspots”?
The report identifies several areas with consistently high nitrate concentrations, including:
- Balfour / Waimea Plains
- Wendonside Terrace
- Five Rivers / Castlerock
- Edendale
- Knapdale
- Mabel Bush / Woodlands
- Central Plains / Waimatuku
- Otahu Flat
These areas typically have shallow aquifers, well‑drained soils, and long histories of intensive land use.
What is driving nitrate contamination?
At a regional scale, nitrate contamination is primarily driven by diffuse agricultural sources, including:
- Livestock urine patches
- Fertiliser use
- Effluent irrigation
- Winter forage cropping
- Cultivation and soil N mineralisation
Dairy systems generally contribute more nitrogen due to higher stocking rates and inputs. Point‑source contamination (e.g., septic tanks) can occur locally but does not explain the widespread patterns seen across Southland.
Is drinking water at risk?
The report includes a high‑level vulnerability assessment, showing:
- 49% of domestic wells are in areas modelled to have 3.5–8.5 mg/L
- 3% in areas likely above 8.5 mg/L
- 2% in areas potentially above the MAV (11.3 mg/L)
This assessment is not evidence that individual wells actually exceed standards—it identifies areas where the groundwater environment is more vulnerable.
Registered public supplies are routinely monitored and managed to comply with drinking‑water regulations.
Why is nitrate still increasing?
Groundwater responds slowly. In some places nitrate can reach groundwater in under two years, while in others it takes much longer. This means current groundwater quality reflects both past and recent land‑use practices.

No. The report does not attribute contamination to specific farms or operators.
It identifies broad contributing factors and highlights areas where further work—such as isotope analysis—would help clarify specific sources in the future.
